Landowners Will Vote on Funding the Construction of the McMullin On-Farm Flood Capture Expansion Project

MAGSA has initiated a Proposition 218 election to seek landowner approval of a new special benefit assessment that would fund the construction, operation, and long-term sustainability of the McMullin On-Farm Flood Capture Expansion Project.

The McMullin On-Farm Flood Capture Expansion Project is one of those actions and a key water supply project in MAGSA’s Groundwater Sustainability Plan. As an area that only has groundwater as its source of water supply, it is critical to have the ability to bring in water from outside of MAGSA’s area during wet years to recharge our groundwater supply. The Project will add an additional 7,500 acres available for immediate groundwater recharge along the project’s canal alignment, with future capacity for up to 40,400 acres.

By capturing floodwaters and bringing additional water into the basin, the project helps protect the long-term reliability of groundwater supplies, maintain productive farmland, support stable land values, and helps protect downstream communities from flood.

The proposed assessment of $32.85 per acre for fiscal year 2026–2027, in addition to the existing $19 per acre fee, is designed to fund approximately $22 million in project costs, as well as ongoing operations, maintenance, and reserves necessary to ensure the project’s long-term success.

A public hearing will be held on June 3, 2026 at 2:00 p.m. at the Kerman Community Center, where ballots will be tabulated and results announced. If approved, the assessment would be placed on the Fresno County property tax roll beginning in Fall 2026.
